First Time Homeownership Opportunities 



Bickerdike Redevelopment Corporation in conjunction with Alderman Lyle and the Department of Housing recently announced the “6th Ward New Homes” Initiative. As part of the initiative Bickerdike Redevelopment Corporation will be building 3 Single Family Homes and 21 Condominiums that will be set aside for first time homeowners.


These units will be sold at the affordable price of $155,00 for the Single Family Homes and $123,000 for the condominiums. All units will include 3 bedrooms, a brick façade, off street parking, a washer and dryer hookup, an energy efficient heating system, and energy star appliances.

$8,000 Federal Tax Credit Available for select home purchases

As a part of President Obama's Economic Stimulus Package, an $8,000 tax credit is available for qualifying first-time home purchases in Chicago. Unlike a tax deduction, which only lowers the amount of taxable income, a tax credit is an absolute reduction of one's income taxes. Those who buy a home in the qualifying Find Your Place neighborhoods by December 1, 2009 can actually subtract $8,000 from the amount that they would owe the federal government in income taxes for the year. Electric Bills too high? -- Com Ed may have a program for you?

ComEd understands that with this economic downturn, some customers are facing serious challenges paying their bills. To assist these customers, ComEd has announced the following programs:


Residential Special Hardship Program- One-Variable Grant of up to $1,000

Eligibility: Proof of job loss, illness, military deployment, disability, family crisi, or senior citizen harship; household income up to 400 percent of the federal poverty level ($84,800 for a family of four)

Documents Required: Medical Bills, military deployment, layoff notice, Medicaid/Kidcare card, Supplemental Security Income (SSI) documents, paystubs or social benefit letter, copy of current ComEd bills, identification as customer of record.

Program Dates: January 1st until funds are depleted


Summer Assistance-$30 bill credit  

Elegibility: Household income less that 200 percent of federal povery level ($42,400 for a family of four); Not approved for LIHEAP.

Documentation Required: Proof of income, identificationas customer of record.

Program Dates:June 1st thru August 31st

C.H.A.M.P (ComEd Helps Active Military Personel) -Special Services and Benefits, including a one-time cash stipend, deffered billing, extended due dates, and late charges cancellations

Eligibility: Military Deployment

Documentaion Required: Deployment Papers

Program Dates: Year Round

Budget Billings-Spreads bill payments evenly throughout the year to avoid significant bill fluctuations during the summer or winter months.

Eligibility: Open to all ComEd customers

Documentation Required: ComEd account number and identification as customer of record

Home Heating Bills too high? -- Apply for the LIHEAP Program!

The goal of LIHEAP (Low Income Home Energy Assistance Program) is to provide energy assistance in the form of one-time payments to utility companies and individuals to assist with winter heating bills. Part of the program also includes help with repair or replacement of non-working furnaces for low-income households.


Throughout September and October, applications will be accepted for homes with senior citizens and disabled residents. Beginning October 1st, applications will be accepted for homes that are currently disconnected due to lack of payment. All other households meeting the eligibility guidelines can apply on and after November 1st. Cook County residents in need of assistance with their utility bills should call CEDA's Energy Hotline at 800-571-CEDA (2332).



Having problems with your landlord? The Metropolitan Tenant Organization may be able to help.

The Metropolitan Tenants Organization (MTO) is a non for profit tenant advocacy organization that works to educate, organize and empower tenants to have a voice in the decisions that affect the affordability and availability of decent and safe housing.


MTO counselors can listen to your tenant/landlord related problems and provide you with possible solutions and/or refer you to other agencies that may be able to assist you in court or provide financial aid.

HOPE (Helping Others Progress Economically) is a non-profit organization for Landlords and Homeowners. They organize and educate Landlords on their rights under the Chicago Residential Landlord Ordinance and can provide counseling on common problems such as Evictions, Building Violations, Illegal Conversions and others.

Worried about Foreclosure? Learn how to fix your mortgage!


The City of Chicago and Neighborhood Housing Services of Chicago invite you to a housing workshop where you can learn how the Federal Foreclosure Prevention Program can help you stay in your home. Get free, on-site assistance from a trusted source. 

Homeowners should bring two copies of these documents to the workshop:

-Most recent tax return
-Proof of income for all borowers listed on the mortgage, including two most recent pay stubs.
-Most recent mortgage statement or both first and second mortgage.
-Two most recent bank statements
-Account balances and monthly payment on all other debts.
-Proof/ Documentation of income from any other sources. 

The workshop will be held at the Chicago Training Academy located at 1300 W Jackson Blvd.
