If you live in the City of
You may purchase City Stickers at the following locations:
• Return the renewal application via mail
• City Clerk’s Office at City Hall
• On line
• City Clerk Satellite Offices
• Currency Exchanges
*Please be aware that there may be a convenience fee associated with purchasing stickers at a currency exchange location. Currency exchanges can only process orders for vehicles with in-state license plates. If you have out-of-state plates, visit the City Clerk’s office to purchase your sticker.
Residential Zone Parking
Some streets in our ward have residential zone parking. Residential parking permit (RPP) zones limit parking to residents and their guests during specified hours. This program helps to ensure that residents of densely populated areas have reasonable access to parking near their residences. Vehicles parked in an RPP zone must display an RPP annual permit or daily pass on their windshield or they may be ticketed. Motorcycles and scooters may park in RPP zones without displaying an annual or visitor residential parking permit.

Please Note: For the 2010-2011 vehicle sticker year, there will no longer be a separate annual residential permit parking sticker. If you purchase an annual residential parking permit, your new vehicle sticker will now include your residential parking permit zone number (as depicted below). The permit parking zone number is printed right on the vehicle sticker.

In addition, residential parking daily passes have been redesigned into an easy-to-use, label-type format.
Residential Zone Sticker Facts
- A current city vehicle sticker is required to purchase an annual residential permit parking sticker. Proof of purchase must be presented at the time of purchase.
- The annual cost of a residential sticker is $25.00 however they are prorated.
- June 1 - November 30: $25.00
- December 1 - March 31: $16.50
- April 1 - May 31: $8.25
You will also need to provide proof of residency. Some examples of proof of residency include driver’s license, state ID, lease, mail, etc.
Guest Passes
Residents who reside on streets with zone permit parking can also purchase guest passes for their visitors.
You may purchase Guest Passes at the following locations:
- City Clerk’s Office
- By mail, download the application form and mail to specified address
- City Clerk Satellite Office
Guest Passes Facts
- The cost of one booklet is $8.00.
- A booklet contains 15 guest passes and you are limited to 2 booklets per month.
- Each pass is valid for 24 hours from the date and time you post the sticker.
- Guest passes do have an expiration date. They are valid for one year from to July 1st to June 30th of the following year.
- You will need to provide proof of residency. Some examples of proof of residency include driver’s license, state ID, lease, mail, etc.
In order to park a pickup, truck or van weighing under 4,500 pounds on a residential side street a special truck parking permit must be displayed. This permit can be obtained at our office free of charge.
In order to obtain this permit you will need to provide the following information:
• City Sticker Number
• License Plate Number
• Make of Vehicle
• Model of Vehicle
• Year of Vehicle
• Proof of Address
Parking Tickets
The Department of Revenue allows you to search for and view your parking or red light tickets online. Click on the following link to Search for Tickets. You can search by: License Plate, Notice Number, Drivers License Number, or Vehicle Identification Number (VIN)
Parking and Red Light Ticket Payment Plan
The City offers payment plans to motorists with parking and red-light ticket debt. Entering into a payment plan will prevent your vehicle from being booted and allows you to make payments over a longer period of time. Entering a plan will also prevent the suspension of your driver's license due to unpaid tickets if your license has not already been suspended.
There are several Payment Plans available:
General Payment Plan I
To participate:
• A 6-month payment plan for motorists with $500 or less worth of parking or red-light ticket debt.
• A deposit of 50% of the ticket debt is required.
• Pay all outstanding boot, tow, tamper and storage fees.
General Payment Plan II
To participate:
• Requires a deposit of $500 or 25% of the parking or red-light ticket debt, whichever is greater.
• Payments can be made over 1 year.
• Pay all outstanding boot, tow, tamper and storage fees.
Some plans may be eligible for an expanded duration of up to three years should monthly payments be over $100 when calculated for a twelve month term.
Booted Vehicle Payment Plan
To participate:
• If your vehicle has been booted, and you would like to enter into a payment plan, participation requires a deposit of $750 or 50% of the parking ticket debt, whichever is greater. Payments can be made over 1 year.
• Pay all outstanding boot, tow, tamper and storage fees.
Hardship Payment Plan
To participate in the Hardship Plan you must:
• Make a deposit of $250 or 25% of your parking or red-light ticket debt whichever is less.
• Pay all outstanding boot, tow, tamper and storage fees if you have been booted and/or towed.
• Show certification of any of the following programs or classifications:
o Government Issued Unemployment Compensation
o Low income home energy assistance program (LIHEAP)
o Federal Public Housing/ Section 8
o Food Stamps
o Students (high school, college, trade or vocational) including students who have graduated within the last 180 days
o Seniors (65 and older)
o Medicaid or Supplemental Security Income (SSI)
o On active military duty, including reservists and national guard, or been discharged from the military in the last 180 days
o Homeowners in foreclosure
o Participants in the Temporary Assistance for Needy Families (TANF) program administered by the U.S. Department of Health and Human Services. Program information available on-line www.hhs.gov;
o Participants in the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) administered by the U.S. Department of Agriculture. Program information available on-line at www.usda.gov;
o Persons who have claimed the Earned Income Tax Credit (EIC) on their state or federal income tax returns in the current year. Program information available on-line at www.irs.gov; and
o Persons receiving worker’s compensation income benefits. Program information available on-line at www.iwcc.il.gov.
